General Description

This platform allows the implementation of a set of services for the transmission of information about the subscriber's location, OKATO codes and other parameters during calls and the transmission of SMS messages to the 112 service and other systems.
The platform can be adapted to various LBS systems that somehow involve determining the subscriber’s location, as well as various types of integration, different data formats and flexible operating logic.

Objectives

  • Determining the subscriber’s location during calls
  • Adding coordinates to signaling/information (transmitting coordinates to the 112 service)
  • Requests to LBS systems based on the calling subscriber’s number
  • Setting various coordinate formats (minutes/seconds, fractional)
  • Normalization of addresses from operator CRM systems
  • Flexible routing depending on location, subscriber’s home region, according to specified conditions
  • Customizable interfaces for SMS messaging (using SMPP protocol) with regional services
  • SMS transmission using SIP protocol
  • Embedding coordinates into the message text using a specified format, as well as into service fields of the SMPP or SIP protocol

1. Informing about calls to number 112 by triggering a CAMEL or INAP protocol
2. Receiving SMS to number 112 via SMPP protocol
3. Receiving calls via SIP protocol
4. Request for current subscriber coordinates from a number of sources (by MSISDN/IMSI, LAC+CI, TAC+eCGI, IP)
5. Request for subscriber data in the operator's CRM platforms
6. Requesting location data using the Diameter protocol
7. Obtaining OKATO codes depending on the subscriber's location
8. Providing the subscriber's coordinates via SIP protocol to the recipient based on his location

Conclusion

The LBS (112) platform implements Order No. 607 of the Ministry of Digital Development, Communications and Mass Media of the Russian Federation on the procedure for providing information about an incident to the single emergency services number "112".
When a request for location or subscriber data is made, the platform checks for a previously made call or SMS and returns previously saved or current data.
